In this cartoon, the intent elephant symbolizes the Republicans. Their new year's resolution is to do $100 billion spending cuts which is portrayed as an ax's top iron portion. The handle, however, also the GOP's "willpower," is a flimsy rope that clearly won't be able to lift up the metal at all. I believe that what's being emphasized here is in accordance with what the government is doing about their spending, funding, and giving jobs. This cartoon explains how the GOP has shifted their chief emphasis from creating jobs to reducing the size of the government and its deficits this year. Although they announce, firmly, that they shall do their best to cut government spending (which represents the hard and solid iron), it doesn't look like they're going through with what they promised (displayed by their weak willpower; the rope). I believe that they assume it's difficult to cut the spending since they're the ones who help pay for research, infrastructure, education and other programs that promote both public- and private-sector jobs. I also believe that the majority of the people are still jobless and aren't recieving government funds due to its laying-off of the people who are currently employed, claiming that it's impossible to trim spending without that happeneing.
